In the past year there has finally been a realisation amongst people involved in Briefing that finance is political. At several times it has been necessary to report to the national editorial board that we would not be able to publish if monies from the sale of the supplement were not immediately paid in.This finally resulted in a finance commitee being established to discuss both finding and organisation.

A) Funding - Ss an immediate measure targets were set for all the groups with a deadline by which the money had to be found. The longer term strategy was in three parts. That is - a) The issuing of supporters cards, with half of the money raised being sent to the national supplement by the groups,b) A target of at least £150 in advertising for any one month,& c) A target of at least £200 in standing orders per month. It was felt that supporters cards and standing orders would cater for comrades with different levels of commitment to the organisation.

So far the response to these measufes has been fair, but it has not been at a level to secure let alone expand the work of Briefing. We

have now reached over £90 in standing orders sbut this should be at least twice this amount.

This should prove to be no problem if we are all here today commited to pbuilding Briefing.Indeed there has never been a time when it was been needed more, with Kinnock preparing to ‘sell out’ on many of the policies we have won over the last few years.Briefing must be in the forefront of the battle to firmly commit a future Labour government to socialist policies.TO DO THIS WE NEED A NATIONAL VOICE , to organise across the local, regional and national boudaries on a social-

ist program for government.FOR THIS WE NEED YOUR COMMITMENT BOTH POLITICALLY AND FINANCIALLY.

B) ORGANISATION - The Miners’ strike has meant that not only Miners have been radicalised, but a substantial layer of both the Labour movement and groups of people ,not traditionally involved in industrial struggles, have been mobilised in a way we have not seen in our lifetime .For many of these people, who have seen the recent class war and have organised and mobilised support,Briefing can and must become their natural political home,

Over the next year we are therefore setting a target of doubling our sales of Briefing .We must establish groups where they do not

exist if we intend to be trully national. For example we have no groups or sellers in NEWCASTLE, DURHAM,MANCHESTER, DERBY,N.WALES & OXFORD.

Brighton Labour Briefing can ably show us what can be achieved if the political will is there. We should all now resolve to build Briefing.
